Why a 351 Windsor engine in my 1970 Cougar?

It was meant that all Cougars should have a 351 Cleveland engine in 1970.
The Cleveland plant didnt had the capacity to serve with Cleveland engines,
 there fore some Cougars got a 351 Windsor engine instead.
Also there was a strike in the plant 1970 that caused delivery problems.

Its not possible to read out from the VIN which engine your Cougar had from factory.

The H meant 2V, it can be either a 351 Windsor or a 351 Cleveland.
The M meant 351- 4V.
VIN example: 0F94Hxxxxxxx
